I make my photo mosaics on Flickr, with flagrant disregard. Here is the link: http://flagrantdisregard.com/flickr/ Just find the mosaic maker in the list, then follow the instructions. It's a great tool!
Maybe you'll have to upload your photos to flickr, I don't know if it works with photos posted elsewhere.
